Diese hing jeweils stark von den Selbstwahrnehmungen der beteiligten Kulturen ab. Brücken bauen beschäftigt sich nicht nur mit den Selbst- und Fremdwahrnehmungen aus historischer, literaturwissenschaftlicher, philosophischer und politikwissenschaftlicher Sicht, sondern beleuchtet auch die Beziehungen zwischen West und Ost sowie gemeinsame ebenso wie jeweils eigene Phänomene und Strömungen. Mit den Beiträgen soll Leonid Luks, Direktor des Zentralinstitutes für Mittel- und Osteuropastudien an der Katholischen Universität Eichstätt-Ingolstadt und einer der fleißigsten Brückenbauer zwischen Ost und West, zu seinem 65. Reports by international governmental and non-governmental organizations on the 2004 presidential elections in Ukraine constituted a significant factor in generating, facilitating and completing the Orange Revolution.... more abstractReports by international governmental and non-governmental organizations on the 2004 presidential elections in Ukraine constituted a significant factor in generating, facilitating and completing the Orange Revolution. Ukrainian civil society, mass media, courts and political parties were the main driving force behind the popular uprising that returned Ukraine to the path of democratization it had embarked on in 1991. Yet, the unambiguous stance and political weight of such institutions as the EU, PACE, NATO, and, above all, OSCE played their role too. The democratic movement benefited from the spectre of international isolation and stigmatization of the Ukrainian state had President Leonid Kuchma decided to prevent a repetition of the second round of the voting. The volume collects not all, but some of the most widely discussed reports, including English translations of selected sections of the three reports produced by the CIS International Observers Mission. The latter as well as a report by an Israeli institute depart from the assessments of the other organizations represented here, allowing for comparison of diverging evaluations of the same events. The volume assembles full or excerpted official reports of the International Republican Institute, Tel Aviv Institute for the Countries of Eastern Europe and CIS, European Network of Election Monitoring Organizations, Parliamentary Assembly of the Council of Europe, Organization for Security and Cooperation in Europe Office for Democratic Institutions and Human Rights, and Commonwealth of Independent States. The ... more abstractThe fourth volume of Aspects of the Orange Revolution continues the previous volume's discussion on the impact of foreign actors on Ukrainian politics. It provides both scholarly analyses and first-hand accounts. The collection not only investigates, but also gives voice to, some of those involved in the events of 2004. While most of the volume's contributors have an academic background, some of them report here from the perspective of official election or informal participant observers of the three rounds of the Ukrainian presidential elections. Part One juxtaposes some contrasting views on how far Russia's and the West's various interests, activities and tools influencing the Orange Revolution were comparable to each other, and adequate given the circumstances. Part Two presents individual reports by a number of international election observers who were following the campaign and voting in various parts of Ukraine in 2004. Part Three presents three additional on-the-ground observations focusing solely on the notorious electoral district No. 100 of Kirovohrad Oblast. Besides, a number of developmen... more abstract"In the opinion of some historians the era of fascism ended with the deaths of Mussolini and Hitler in 1945; yet, the academic debate about its nature is as far from resolution as ever. Besides, a number of developments since 1945 make it ever more desirable that politicians, journalists, lawyers, and the general public can turn to "experts" for a heuristically useful and broadly consensual definition of the term. The novel post-war phenomena include: the emergence of a highly prolific European New Right, the rise of radical right populist parties, the flourishing of ultra-nationalist movements in the former Soviet empire, the radicalization of some currents of Islam and Hinduism into potent political forces, and the upsurge of religious terrorism. This book brings alive the intense controversy the topic has generated, while suggesting valuable heuristic strategies for resolving it. Twenty-nine academics, mostly German but including several prominent experts working in English, were invited by the journal "Erwaegen Wissen Ethik" to engage with an article by Roger Griffin, one of the most influential theorists in the study of generic fascism in the Anglophone world. The result is essential reading for all those who realize the need to provide the term "fascism" with theoretical rigour, analytical precision, and empirical content. The book will change the way in which historians and political scientists think about fascism, and make the discussion on the threat it poses to infant democracies like Russia more incisive not just for academics, but for politicians, journalists, and the wider public. In this essay we examine the evolution of the party system in Ukraine, focusing on the extent to w... more abstractThe formation of a party system is widely regarded as a key to successful and sustainable patterns of democratisation. In this essay we examine the evolution of the party system in Ukraine, focusing on the extent to which the Euromaidan has addressed previous problems and weaknesses. So far the post-Soviet Ukrainian party system has been exceptionally unstable as electoral legislation, the factional composition of Ukraine’s parliament, and the dominant parties in Ukraine underwent frequent changes. We argue that, despite advances in democratisation as a result of the revolutionary events of 2013–2014, the essential features of Ukraine’s party system have not changed. The legislative, ideological and organisational foundations of the Ukrainian party-political landscape and parliamentary politics have remained fragile.

Сукупність дивних аспектів виникнення батальйону/полку «Азов» — тобто політтехнологічні акції, до яких творці «Азову» були причетні до війни, демонстративний неонацизм СНА/ПУ, як і тимчасова співпраця Білецького & Ко з такими політичними провокаторами, як Юрій Збітнєв, Дмитро Корчинський та Олег Ляшко, — виокремлюють минуле «Азову» серед історій інших нових добровольчих частин України.

So far, non-NATO eastern Europe, the southern Caucasus and Central Asia provide a sufficient playground for Moscow’s neoimperial sports, designed to distract Russia’s population from the large-scale theft of national resources by state officials that continues to go on across the vast country. Moscow will continue to try to control the reflexes of the West as much as possible by military provocations, and keep the temperature high. It will go on unsettling Brussels and Washington by other means too, so as to prevent sober analysis, intergovernmental unity, strategic coherence and sustained counteraction by the West. Yet, given its multifarious economic ties with the West, the Russian elite will also make sure to let the confrontation not get out of control, so as not to risk a showdown. In our own interests, we should rise above these petty games, avoid military competition, instead employ our multiple economic instruments, and as Galeotti put it, “stop playing nice” with the Kremlin. As soon as Russia’s elite gets this message, we will see quick improvement in the Donbass, Syria and elsewhere.

We demonstrate that such theories are insufficient to account for democratic decline in two of collapsology’s "crucial cases" - inter-war Germany and post-communist Russia. Instead, we identify (a) a dearth of pro-democratic actors on the elite  as well as population levels, and (b) a misconstrued form of government allowing the head of state to rule circumventing parliament in combination with the election of a non-democratic president, as a configuration constituting a sufficient cause for a country's slide to authoritarianism. We then hypothesize about the conditions for an electoral autocracy to further transmute into a fascist ideocracy. Like in Weimar Germany, in today’s Russia, fascist actors are present, and nationalism is widespread in the population. The post-Soviet Russian situation is, however, distinct from the inter-war German one in that the party system is heavily manipulated and the third sector remains underdeveloped. Fascists have thus neither had a chance to use elections nor did they have the opportunity to penetrate civil society in order to build up political support. The continuing presence of a resolutely authoritarian, yet non-fascist "national leader" (Vladimir Putin) is a hindrance for the country to become a liberal democracy, but makes it, for the time being, also improbable that the Russian regime will transgress towards fascism.

Aleksandr Dugin, who has recently been named ... more abstractThe paper analyzes the political behavior of one of post-Soviet Russia’s foremost ideologists of radical anti-Westernism and leading neo-fascist theoretician, Dr. sc. pol. Aleksandr Dugin, who has recently been named Director of the Center for Conservative Studies at Moscow State University. The paper focuses on the issues of (a) how far and in what regards Dugin’s self-description as a “neo-Eurasian” is justified or not, as well as (b) whether Dugin’s active use of the term “Eurasianism” (e.g. when naming his main organizational vehicle, the International Eurasian Movement) is an expression of his political beliefs, or rather a strategic device. The paper will argue that, while there are some lines continuity between classical Eurasianism and Dugin’s ideology, the differences in these two world views prevail over the similarities. In particular, it is noteworthy that Dugin only discovered Eurasianism after he, according to his own confessions, had already been intellectually framed by various literature other than Eurasian, in the 1980s and early 1990s. Namely, his views where initially inspired by various Western anti-liberal schools of thought such as: Integral Traditionalism (Guenon, Evola), National Bolshevism (Niekisch, Thiriart), the Conservative Revolution (Spengler, Jünger, Schmitt, Moeller van den Bruck), geopolitics (Kjellen, Ratzel, Mahan, Mackinder, Haushofer), certain brands of Nazism (Strasser brothers, Wirth), the Nouvelle Droite (de Benoist, Steuckers), and others. Dugin’s late and demonstrative embrace of Eurasianism in the second half of the 1990s served mainly strategic purposes in that it was designed to deflect public attention from the fact that his anti-Western ideology is, paradoxically, mainly inspired by West European theories and concepts. Dugin employs “Eurasianism” as a terminological instrument in his neo-Gramscian fight for cultural hegemony in post-Soviet Russia fragile civil society and unconsolidated public discourse.

Während einige ... more abstractZusammenfassung: Die meisten Erklärungsmodelle für den außenpolitischen Kurswechsel der Russischen Föderation der vergangenen Jahre sind entweder personalistisch oder geschichtsphilosophisch angelegt. Während einige Beobachter aus den politischen Präferenzen bzw. beruflichen Biographien von Personen in der Führungsriege Russlands den Richtungswechsel in der Außenpolitik herleiten, neigen andere Kommentatoren dazu, diese Veränderungen auf die "Natur Russlands", die sich aufgrund der scheinbaren inneren Stabilisierung und des wirtschaftlichen Aufschwunges seit ca. 2000 wieder durchsetze, zurückzuführen. Dieser Vortrag stellt einen dritten, als „sprektralanalytisch“ bezeichneten Erklärungsansatz vor. Demnach kann Putins außenpolitische Kurskorrektur unter Berücksichtigung größerer innenpolitischer (und nicht nur personalpolitischer) Faktoren interpretiert werden. Dies betrifft insbesondere den Aufstieg und die Konsolidierung von ultranationalistischen, hier als "revolutionär-imperialistisch" bezeichneten Akteuren im politischen Diskurs Russlands sowie die damit einhergehende Verschiebung des gesamten russischen politischen Spektrums. Der von Putin und seiner Umgebung repräsentierte irrendentistische Imperialismus war zwar auch schon unter Jelzin im politischen Diskurs präsent. Jedoch hat sich "rechts" von dieser ideologischen Position ein weiteres zwar informelles und uneiniges, aber dennoch öffentlich präsentes und Gehör findendes politisches Lager etabliert, welches nicht nur eine teilweise oder vollständige Restauration des russischen Reiches anvisiert, sondern eine vollständige Neuordnung der Welt anstrebt. Es werden die beiden wichtigsten Ideengebäude dieser revolutionären Spielart von zeitgenössischem russischem Imperialismus (Wladimir Shirinowskijs sog. Liberal-Demokratische Partei und Alexander Dugins Internationale Eurasische Bewegung) vorgestellt und auf ihre in den letzten Jahren gestiegene politische Relevanz eingegangen.

So können einige der wichtigsten Schriften der Russischen Nationalen Einheit, Assoziation „Arktogeja“ und sogenannten Liberaldemokratischen Partei Rußlands als sowohl ultranationalistisch als auch revolutionär klassifiziert und damit als Spielarten von Faschismus verstanden werden. Obwohl ebenfalls radikal nationalistisch und extrem antiwestlich, stellt die Ideologie des Führers der Kommunistischen Partei der Rußländischen Föderation, Gennadij Zjuganov, keine Variation von Faschismus dar. Statt dessen kann Zjuganovs Doktrin als eine spezifisch postsowjetische Form von Konservatismus beziehungsweise Ultrakonservatismus betrachtet werden. Im Ergebnis verfügt die heutige russische politische Landschaft über keine politisch relevanten linken oder radikal linken Elemente. Vielmehr findet auf föderaler Ebene der verbleibende ideologische Wettbewerb im Rußland Putins zwischen verschiedenen Ausprägungen von gemäßigtem und Ultranationalismus statt.

Воно було відповіддю на відкритий лист "Нова війна в Європі? Не від нашого імені!", опублікований за тиждень до того німецькою мовою — у газетах Die Zeit і Der Tagesspiegel, а пізніше російською — на сайті inoСМИ.Ru. Останній лист, підписаний рядом широко визнаних колишніх політиків, діячів мистецтва, представників промисловості та суспільних фігур ФРН, став відомим як "Заклик 60 німецьких знаменитостей". У ньому підписанти просили Берлін продовжити свої партнерські відносини з Москвою. Оно было ответом на открытое письмо "Новая война в Европе? Не от нашего имени!", опубликованное за неделю до того на немецком — в газетах Die Zeit и Der Tagesspiegel, а позднее на русском — на сайте inoСМИ.Ru. Последнее письмо, подписанное рядом широко признанных бывших политиков, деятелей искусства, представителей промышленности и общественных фигур ФРГ, получило известность как "Призыв 60 немецких знаменитостей". В нем подписавшие просили Берлин продолжить свои партнерские отношения с Москвой. Подписанты же ответного обращения — 142 немецких специалистов по Восточной Европе, базируясь на своих экспертных знаниях, приходят к выводу, что Москва по отношению к Украине выступает в роли агрессора. Поэтому они призывают немецкое правительство не жертвовать территориальной целостностью Украины, смотреть в лицо реальности и не поддаваться иллюзиям относительно целей Кремля.
